In case you can edit the forms while being an admin but you are not able to see it while being an onboardee, please check the following:
1. Is the form assigned to a learning page?
The forms are all created in the library. However, if they are not assigned to a learning page the onboardees won't be able to see them in the frontend (onboardee's dashboard). Therefore, make sure that your form is inside a learning page.
2. Yes, my form is inside a learning page but I still don't see it.
In that case, it is possible that you did not add filters to all the sections inside the form.
3. Check the timing of the learning page in which the form is inserted.
